REQUEST FOR PROPOSAL FOR THE REFURBISHMENT, RESTOCKING, OPERATION AND MANAGEMENT OF GOVERNMENT PETROLEUM STRATEGIC RESERVE FACILITY AT JINJA, UNDER PUBLIC-PRIVATE PARTNERSHIP

The Government of the Republic of Uganda through the Department of Petroleum Supplies Department, in the Ministry of Energy and Mineral Development intends to refurbish the Jinja Storage Tanks at Jinja.

The Ministry of Energy and Mineral Development (MEMD) maintains the Government Strategic Reserve facility at Jinja.

The facility is composed of three tanks each with capacity of 10 million Litres and firefighting equipment. The Storage Tanks were commissioned in 1988 and new firefighting equipment was installed in 2002.

The facility is used for storage of Government strategic reserves and for hospitality storage by private companies at a fee. Having been installed in the 1980s, the facility requires refurbishment.

The MEMD is in the process of streamlining the operations of the Government Strategic Reserve facility at Jinja. The Ministry proposes to engage an operator for a period 10 (ten) years to refurbish, restock, operate and manage the facility.

The concession period excludes the refurbishment period of six months. In this arrangement, two (02) storage tanks will be stocked with twenty (20) Million Litres of Diesel (AGO) while One (01) tank will be stocked with ten (10) Million Litres of Petrol (PMS).

Eligible firm(s) including Joint Ventures and Consortiums that have relevant experience in operations of petroleum depots for at least ten (10) years in Uganda and/or outside the country are requested to submit their proposals.

A pre-bid meeting and site inspection shall be carried out on 13th September 2010 at 10:00 Hrs East African Time, at Government Petroleum Storage Tanks facility located at Mutibwa Road, Jinja.

The Procuring and Disposing Entity will respond to any request for clarification provided that such request is received no later than 05 working days prior to the deadline for submission of the proposal.

Bidding will be conducted in accordance with the Open International Bidding procedures and subject to the Government of Uganda�s Public Procurement and Disposal of Public Assets Act, 2003, and are open to all bidders with the necessary experience.

Interested eligible bidders may obtain further information from the Procurement and Disposal Unit (PDU) 1st Floor, Amber House, Room C109 or Room C205 of the Ministry and inspect the bidding documents at the address given at No. 7(a) from 0930 hrs to 1700 hrs on working days.

A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written application to the address below at No. 7(a) and upon payment of a non-refundable fee of Uganda Shillings: One Hundred thousand (100,000.00) only or its equivalent in acceptable convertible currency. The method of payment will be:

a) Payment will be by bank advice form(s) to be collected from MEMD Cash office, Room A113 on 1st Floor Amber House. A receipt will be issued upon payment.

b) Payment to be made to Diamond Trust Bank Kampala Road
c) Bidders return a copy of the payment slip to cash office for a General Receipt.
d) On presentation of a General Receipt, to PDU Room C109, bidders will be issued a bid document.

The document can be obtained by the bidders or their representatives by hand delivery. No liability will be accepted for the loss or late delivery.

Sealed Bids must be delivered to the address below at No. 7(a) at or before 11:00 hrs on the 08th October 2010.

ALL bids should be accompanied with a Bid Security of Uganda shillings 20,000,000= (Twenty Million Uganda Shillings) or its equivalent in acceptable convertible currency.

Late bids shall be rejected and returned unopened.

Bids will be opened in the presence of the bidders� representatives who choose to attend in the Ministry�s Boardroom on 4th Floor, Amber House Plot 29/33 Kampala Road, at 11:15 hrs on the 08th October 2010.
