Calls for a no-fly zone to be imposed gained momentum today, with the six Gulf Arab states expressing their backing for such a move.
Britain and France are understood to be working on a draft UN resolution, though there are questions over whether such a motion would have any chance of being approved.
UK foreign secretary William Hague says several key conditions would have to be met before such a resolution was put to the council.
